ACCEE Fund Early Educator Child Care Subsidy FAQ's

ACCEE Fund Early Educator Child Care Subsidy Program applications for both families and child care facilities are always accepted. Subsidy benefit may begin as early as the first (1^st) of the month in which the application is submitted. E.g. A family that applies on March 31, 2026 may be eligible for a subsidy payment for child care dated back to March 1, 2026.

• Families that:
• live in the Municipality of Anchorage (MOA);
• have at least one parent who works for a child care facility in the MOA, at least 20 hours per week; and
• use child care services for children younger than thirteen years of age, at an eligible child care provider in the MOA, while a parent is working for a child care facility in the MOA, at least 20 hours per week.

Providers that:

• provide child care for an eligible family; and
• have a Child Care License from Municipality of Anchorage Child Care Licensing; or
• are an accredited camp program; or
• are a non-relative provider who provides legal, Municipality of Anchorage Child Care License-Exempt child care to four or fewer children who are not relatives; or
• are a State of Alaska Child Care License-Exempt Approved Relative Provider; or
• are an In-Home Caregiver for a State of Alaska Child Care License-Exempt In-Home Provider.

The exact amount of the subsidy per family will be determined based on factors such as the age of the child and whether the family is receiving any other child care subsidy/assistance. Families that are only receiving the ACCEE Fund Early Educator Child Care Subsidy will be approved for rates equal to 85% of the State of Alaska Child Care Assistance Program rates, valid as of January 01, 2026, based on their child’s age.

Funding for the ACCEE Fund Early Educator Child Care Subsidy Program comes from the Anchorage Child Care and Early Education Fund. Approximately $1.75 million will be available in 2026 for eligible families.

At this time the application is only available in English but an interpreter service is available to assist with the application process.

Yes, you will, unless one of the following apply to your circumstances:

• • If you are already receiving PASS I, II, or III State CCAP, you will not need to apply for PASS II/III CCAP.
  • If the children using child care have PASS IV CCAP authorization, you will not need to apply for PASS II/III CCAP.
  • If you are receiving Tribal CCA, Child Care Aware of America subsidy, or any other child care subsidy you will not need to apply for PASS II/III CCAP.
  • If you received a Denial from PASS II/III CCAP within the past 12 months, you will not need to reapply for PASS II/III CCAP, unless there have been significant changes in employment and/or income.
  • If you know that your family's gross monthly income exceeds the maximum qualifying income for the CCAP, you may submit verification of your income with your ACCEE Fund Early Educator Child Care Subsidy application rather than apply for CCAP.

If none of those scenarios apply to your family, you will need to provide either a copy of your CCAP Child Care Assistance Application - Approved Notice, a copy of your family’s current PASS II/III authorization document, or a copy of your CCAP Child Care Assistance Application - Denied Notice.

Alaska Family Services, Inc. Child Care Assistance Program can assist you with obtaining CCAP documents or applying for PASS II/III CCAP.

If this information is available at the time of your telephonic interview, you will be informed at that time. Otherwise, you will be informed by phone or email, depending on your preference, and by mail. Notification would be provided within 10 business days of the date AFS receives the last item of required documentation or information.

Payments will be issued by check, directly to the eligible child care facility/provider, that provides care for the children of the eligible family.

The ACCEE Fund Early Educator Child Care Subsidy funds do not have to be repaid.

We certainly hope so! The pilot program in 2025 was very successful and we have the first full year of funding for 2026. The ACCEE Fund Board determines funding for this subsidy program in coordination with the Anchorage Assembly and Mayor’s office. The ACCEE Fund budget is finalized each November.

Yes! A family may qualify for this subsidy even if their employer provides them with free child care services while they’re working.

Child care service providers must be in the Municipality of Anchorage and may include:

• a facility that has a Child Care License issued by the Municipality of Anchorage;
• accredited camp programs;
• a non-relative provider who provides legal, Municipality of Anchorage Child Care License-Exempt child care to four or fewer children who are not relatives;
• a State of Alaska Child Care License-Exempt Approved Relative Provider;
• and a State of Alaska Child Care License-Exempt In-Home Provider.

You will need to complete an application for each site that has a different EIN and/or different individuals with signatory authority.

Yes! A family may qualify for this subsidy even if their employer provides them with free child care services while they’re working. As the child care provider for a qualifying family, your facility should apply to receive payments. Once approved and requesting payments, you would report the amount that child care would cost, without the discount.

No, these numbers are not needed for this application.

Yes, a current IRS Form W9 will need to be submitted in addition to your application to participate with the ACCEE Fund Early Educator Child Care Subsidy Program.

The W9 will need to include the name of the child care facility and the mailing address to which your payment checks will be mailed. If you have multiple facilities using different mailing addresses, you will need to submit a Form W9 for each. If you have multiple facilities all under the name of a parent company, all facility names will need to be listed on one or separate W9 forms will need to be submitted for each.
